The community can tell the desk what deserves attention. Editorial evidence, rights and safety still decide what can run.
Interest voting is specified but not active. It opens only after verified community identity, one-active-signal enforcement, anti-brigading controls, privacy review, moderation and durable audit receipts pass production tests.

What the system refuses

Raw public vote totals are off by default. The desk may show bounded interest states only after fraud and privacy review. Editorial decisions and material corrections remain visible even when a story was popular.
